Every base-map knob with its kind and description: visible, then one toggle per layer group in
baseMapLayerGroupNames order, then one per road part. It is static data, readable with no
map loaded.
Remarks
A knob is a plain display value in BaseMapModuleConfig, at the path its id names. None
carries a default. Unset layers draw as the style ships them, and some groups ship hidden.
