Whether the given type answers to the given knob, narrowing type to SectionTypeWithKnob.

Returns type is SectionTypeWithKnob<KNOB>
Remarks
A panel of section controls asks it to decide which controls to render. The type system says the same thing through SectionKnobOf, but only a value can be looped over. Once narrowed, `sections.${type}.${knobName}` is a RoutingKnobId.
